Excuse me but I believe this puts Parliament on the throne and the King
living in the Houses of Parliament, so to speak.
[Or, to Americanize, this puts Big Newt at the front of the plane and Big
Bill fuming at the back! :-)]. BTW, what happened to the numbers? looks
like somebody had trouble with those which come after "one" or "eYE DoT" in
gTLD-MoUese [... it's a joke! :-)]
More seriously ...
The PAB stands for Policy Advisory Board which advises the higher level
Policy Oversight Committee which tries to keep the CORE honest [so to
speak] which supervised the Registrars who do all the work of enticing
domain name holders into the web of the ACP where their lawful rights get
shredded.
This all has a certain logic to me - until that last step.
[Damn, I hope the State of Ohio doesn't ever start running its registries
that ACP way - except maybe for the "intellectual property" ones - seems
fair to me that what's sauce for the goose should be glazing on the
gander... :-) ]

Right! Would Dave Crocker, Robert Shaw, or other member of the iPOC please
indicate the sanctioned means for a signatory of the gTLD-MoU to publicly
submit resolutions for consideration by the all members of the PAB [which I
believe is all signatories] with the intent that these then be voted upon
by all gTLD-MoU signatories for submission to the POC.
Perhaps Vint Cerf would also care to comment on the operating procedures of
"rough consensus", in particular how they would relate to the expectations
set by "Robert's Rules of Order". I believe this is the most commonly
accepted document for governance of private societies given that it is
found to be prevalent in the private sectors [profit and non-profit making]
of Commonwealth countries and of other countries with historically related
'parliamentary' traditions such as the USA. According to the gTLD-MoU, it
appears that the POC and PAB are to be run as international non-profit
making public service organizations as governed by the explicitly mentioned
rules of "rough consensus".
