Actually, I think that, even if they had a structure which was open to input
from everyone, and enough of a PR/marketing budget to reach everyone
interested, they'd still be lucky to get anywhere near 5% support from the
Internet community with any system. I'd be happy with, say, 0.4% support,
0.1% opposition, and 99.5% undecided...
There are two important things that need to be done: First, build a system
that is acceptable to most of that small fraction of the Internet community
that cares. Second, build a system that is open to input and even direction
from the rest of the Internet community as they gradually begin to
understand and care about the issues.
To put it more simply, ideally we want the system to still be supported by a
large majority of those who are interested even in five years, when the
interested community is thousands of times its original size.
