  I to a great degree agree with this simple evaluation on the whole.
the only addition I might add is that most of them are instinctivly 
aware that if the did not respect each others "Rights", they are aware
that the consequences of not doing so could be sevear legaly.

  Yep.  ANd if history is any guide CORE/POC/PAB will not be prepaired
on April 1, 1998 either.  Time will tell this story however.  And time,
is something that is rarely in you favor.
