 IANA (aka Jon Postel) has such
 limited scope that even in the
 US it is effectively powerless
 in any legal, constitutional
 sense of the word. In regards to
 the rest of the world it is
 absolutely and totally without
 legal standing.

 The entire process to date has
 been without sanction, approval,
 agreement, treaty or anything
 resembling any of the above. It
 is time we anchored this entire
 debate in the real world. We must
 negotiate solutions and resolutions
 to these problems among soveriegn
 nations, International bodies and
 all players large and small. It's
 the way we do things in civil, law
 abiding society.
