  The "They" to which you speak I assume is CORE?  I would think that
each gTLD or group of gTLD's should be given the same consideration
as the 7 that the MoU is submitting for consideration of entry into the
IANA's ROOT, for the time being anyway, if I read the NSF's cooperative
agreement with NSI and if I understand the MoU correctly, any registry,
regardless of affiliation (Read CORE member or not) should recieve the
exact same consideration for submmiting any gTLD or TLD for entry into
the IANA's Root.  Now it will be incumbant on those "Other" registries
to submit a request to the IANA for this to occur.  As to what the
procedure is for doing this outside of CORE, I do not know.  This
is something that the IANA needs to make a bit more clear.
