No.  Such a guarantee would be fraud.  In fact, the whole scheme seems
silly.  You could preregister the name with 10 other registrars and
have a better chance of getting in.  

IMO anyone would be a fool to pay $30000, and registrars charging such
amounts are bigger fools.  I know I certainly won't do business with
one.  Fortunately, there are some 80 odd other choices...

Keep in mind also that the only names likely to be worth anything 
like that amount are names with significant intellectual property 
value, and the ACP rules make it pretty difficult to capitalize on 
what is clearly someone else's intellectual property.
