  I would assume that the answer to this question is in the hands of the
CORE registrar.  As has been pointed out and ask for revision on
several occasions without review comment from POC/CORE/PAB, there is
no verbage spiceficly outlining any GUARENTEE (See MoU and CORE-MoU
for details) of registration within those respective agreements.
This is just one of many smaller points that need dradtic revision
befor the MoU is really ready fir prime time.
