Hi,

Yes it does seem reasonable. In fact we at VoTiV Systems 
(who were the vendor finalist to deliver the CORE Shared 
Registry System - against the eventual winner - Emergent) 
devised such a system. The proceeds would have gone to 
CORE to support the operation of the Shared Registry System. 
CORE would not have had to pay a penny for the development 
and operation of the CORE Shared Registry System. We even 
developed the auction system. The proposal (while 
considered "interesting") was soundly rejected by 
the CORE Executive Committee. If anyone is 
interested in a demo of the system let me know. I am not 
sure what good this will do now since Emergent has won 
the contract, and they are the ones who are 
supposed to deliver a solution to the surge problem.
