Andrew,
The RFP didn't specify that a given mechanism was to be used; in general we
didn't want to tie the vendors hands as to the how things were implemented,
we wanted to describe to them how things should work. At this point we
don't have an exact description of that mechanism, although some queueing
device is clearly indicated.
