  This is a laudable idea.  Now the queston is who, where, when,
How much, and weather the IAHC and NSI will go along with it, not
to mention the ISP's.  The other question is who and how are you going
to pay for it?

  True, but most of the growth in the Internet over the next 3 years
will be in other coutries which presently have little exposier.
