  This has been a question that has been ask over and over again in
many diffrent ways over the past year and a half or so.  Opening
the process up in a sense, or if you will.  But for some odd reason
which is really not clear, this has not been done, nor is it likely to
anytime soon.  Instead, The gTLD-MoU/IAHC/POC/PAB/CORE has been set up
like a CLUB, membership fees and all.

  Execelent question.  Don't expect a direct answer anytime soon.  This
too has been ask so many times it is hard to imagine that one more time
will make any significant diffrence in getting a direct answer.
