Yes, indeed it is a legal term. That term meaning that there is
no "FINAL" compleation but yet enough to go live/production if
desired.

Well put and exactly correct. Translation is as I stated
befor and above. Hence the reason for Jim Flemings post to me
and reply to this list as well as Jim F.

Great deal of flexibility is correct as well. Too much flexibility,
that would allow for a great possibility in the beginning for collusion,
which you have mentioned on another thread. This is concerning, and
one of the reasons I an sure that Jim Fleming posted this to me
originaly. ANd I now see why as well as Richard Sexton does, amongst
others. It appears that there is alot of defensive attitudes being
displayed on this thread from MOUvment (Read bowl movment) supporters.
ANd this makes it suspect.
