For the possible new readers, Jim Dixon and Richard Sexton have been
making a good point here in terms of a question, without an answer,
from the authors of the gTLD-MoU/CORE-MoU/PAB/POC directly at that
question. Rather they are quoting parts of the MoU or CORE-MoU
itself, which are insufficient to answer the question. Jim, here in
this statment has bee quite correct in stating that the IANA determines
what TLD's or gTLD's are added to the The IANA's ROOT along with
NSI at the moment. That being so, than anyone else (Other Registrar)
That is NOT a MoU signatory or CORE member should have the same
opertunity and access. But the gTLD-MoU and CORE-MoU would
seek to deny that access.
