Sure, I'll dispute it. To my knowledge, the topic has never come up either
in the IAHC or POC.

Yes, a long-term perception as a neutral and fairly apolitical (at least
internationally) place. That's one reason there are hundreds of
intergovernmental and non-governmental organizations based here.
