An international agreement among
governments and other interested
concerns on the matter of Domain
Name/IP address allocation is
vitally required. This proces
would create international guide-
lines all signatory nations would
agree upon and allow uniform and
fair regulation at the regional
level to occur. It would disperse
and decentralize the allocation
of Domain Names/IP Adresses and
encourage competition and a free,
open Internet.
We are now confronted with three
choices two of them equally unpleasant:
the status quo of an American corporate
monopoly and some sort of odd proposal
for corporations to shelter behind
some amorphous Swiss based 'Verien"
monopoly. The only positive choice is
to seek a true consensus among a wide
range of parties and procede from there
with an agreement in hand. As it now
stands there is no agreement and
only confusion and chaos ahead for
the millions of predominantly North
Americans who will be adversely
affected by this turmoil.
