This is not a solution. Rather it is just propagating the problem.

The problem is simply that "Parking" or PRe registration" is a
practice that should not be allowed.
SOLUTION:
1.) Parking - Not allowed, no exceptions. If the domain is not used
within a 30 day period of time than the domain is than put back
in the "Avalible Pool"
2.) Pre-Registration- Not allowed, No exceptions. Provide for a policy
and/or procedures for registration that does not allow for
Pre-Registration,
checked by a procedure to see if the domain name is used by a Web
page
or E-mail addresses. If not used, again the domain is than put back
into the avalible pool.
