 Realistic is the key word. If one

 wise capable and competant businesses
 and individuals from accessing what
 we all agree is a common resource:

 I have yet to see serious consideration 
 to the incorporation of small ventures
 and unfunded non-profit players in the
 process. This means free or no-cost entry,
 registry and database designs which can 
 hosted on regular WWW servers and so on.
