Suspicious is certianly an understatment from what I can gather. But this
still does not excuse the lack of good managment decision and oversite
on the part of that managment. When you are in a possition of responsibility,
you and you alone are responsible for your charges. Excusses don't cut
it.

If any of these suspicions prove to be true, than it seems that a possible
bad hairing decision was made by someone in a possition of responsiblity, or
persons.
