Under the current MoU plan this is unfortunate true, but certianly not
necessary. There have been at least two very good solutions to this
problem.
1.) Incorporatea a shared/non-shared DNS system under a Shared Root
Configuration.
2.) Allow for the RSC's and others to be allowed to be a intragal part of
the MoU or merge the MoU, RSC's, and the GP. Than incorporate
#1. above.

I have said this on several occasions. The MoU leadership needs to go!
They are either incompatant or intractable.
