The ORSC domain-policy has an interesting participation policy. They have
published a set of rules concerning "civil discourse" and they have a
triumvirate who processes complaints which claim that someone has engaged
in uncivil discourse. There is a "cure" procedure, with a limit of 3 such
events per participant. After that, they may be eliminated from the list.
This is a difficult topic and it is even more difficult to get the
procedures correct, but I think that some sort of policy like this would
not be unreasonable, given the increasing problem with contributors
generating the special form of spam which, I understand, is now called "flem".
