  Good idea if you can get an agreeable definition to the term "Uncivil
discourse".
Can you?  I doubt it.  Or the reverse is also true, can you determine what a
working and comprehensive definition of "Civil Discourse" is?  I doubt that
as well.

  The next question would be how do you determaning which or what definition
of these two terms is.  Would a majority vote be expectable from the list members?

I seriously doubt that with respect to the gTLD-MoU-discuss list.

  Well Dave, you of all people should know oh too well.  You are one of the main
contributors and producers of SPAM/FLEM.
