  Good point Bob.  It seems that Paul is having a bit of trouble excepting
the FACT that the USG does control the Root.  Yes, they do at times
defer decisions to the current IANA as to what should go into the
Root such as ccTLD's.  BUt this is a delegated function, and the NSF
at any time currently can take control of that back or negate any
decision that the IANA (Current version) makes.  I believe that this
is where the crux of the disagreement is and where the "Statement
of Principals" is faulty.
