My impaired reading skills give the following sentence from the Revised
Policy Statement:

"In order to facilitate the needed coordination, Internet stakeholders are
invited to work together to form a new, private, not-for-profit corporation
to manage DNS functions."

One of the purposes of this private corporation is:

"2) oversee operation of the authoritative Internet root server system"
