Procedural Proposal:
I advocate a mix of structured presetations
with full on-line documentation, partially
structured discussions, open talk and small
group work. All of the above must have active
facilitation to economize time and resources
to ensure fairness and forge consensus where
ever possible. Limits as to time and speakers
lists must be maintained in all circumstances.
Also ensuring adhenance to the agenda must
be accomplished. All procedings should be
recorded and available over the WWW through
precise minutes or other agreed upon methods.
All procedings maintain a cordial, collegial
attitude respecting all participants.
- Structured presentations
Set time periods for presenters which must include on-line
documents and be pre-scheduled.
- Partially structured discussions
open time frame allowing various presenters and participants
an opportunity to discuss concerns, proposals and issues. Limit
of time and speakers. No previous documentation required.
- Open talk
Free structure discussions without specific limitations used
to resolve disagreements or break thought blocks.
- Small group work
People with mutual interests (ISPs, Non-profit Name service
providers, commercial NSPs etc) or concerns about specific
items or issues gather together to seek consesnsus. Focus
on items in dissent or emmerging problems without absorbing
the time of the whole group.
