I suggest that you have miss interpreted the context of the word "abuse"
Abuse exists in society in general and is NOT used in the context that the content providers
are in anyway contributing to or causing abuse.
The .SEX TLD administrator will administer an organization or Association for it's Members.
The Member will have a say via an email pole much like a referendum as to the direction of .SEX TLD policies.
It is designed as a win - win for industry , workers, and society as a whole.

The segregation of these sites into the TLD will be the most powerful tool for consumers offering them a guarantee of content
quality. They will have access to a database of ALL sites with each site maintaining a set description records and pricing and entry requirments.
False and misleading information will be regarded as a minor breach of the policy and de-registration (removal from DNS) will be imposed for 7
days.
Consumers that have a need to reference any help on various problems or addictions ( as we know sex and drugs etc do go hand in hand in the real
world )
have all this information available and links to each country's support mechanisms.

This is the whole point !
Minors can be filtered out of the .SEX domain if their parents /guardians impose this.
Content discovered outside this domain can be instantly spotted as "Rogue" and reported.
Sites with existing domains will be able to use redirection only from their former site.
This is NOT about .SEX TLD doing any filtering or for that matter wanting the liability
of guaranteeing any content being a legal matter ... not a small one.
Basically if the .SEX TLD filters content this is a statement of approval of the accessable
content.
The Big Brother story is left to HAL and other SCI-FI adventurers.
In countries where the legal age is higher than 18 or lower than 18 then
there will only be a disclaimer (in each language) that is linked to the .SEX servers
and maintained by .SEX TLD and their legal advisors.
Monitoring and auditing of content will be up to the users and self regulation.
The .SEX TLD will be composed of SEX industry and community members in equal balance
with the advise of the legal sector when it comes to the policies regarding censorship if any.

Refusal to pay will just be removal of DNS and possibly forfeit of shares.
Content providers will provide their own connectivity at this stage.
I have no intention of hosting all content sites... this is too mamoth.
Beneficiaries will be the industry and the consumer moneys will most likely
be disributed in public shares. I would envisage that some shares would be
distributed to each content provider with maximum holding limit set.

This is not a sole effort ! It could NEVER be accoumlished by one person.
My disccusions with federal bodies world wide regarding the legalities and global laws
being passed has be very frustrating and drawn out but in everyway posative.
I would prefer that the internet community just get behind this initiative and make it self regulating.
