PROPOSAL FOR POC MEMBERSHIP AND SELECTION
1. Representation
Voting members, to be elected by the Policy Advisory Board (PAB).
2 End-users
2 Industry
2 ISPs
2 Internet technology (especially DNS and infrastructure)
2 Law (especially Internet law and intellectual property)
Non-Voting members, to be appointed by the respective organizations:
1 CORE (Registry operation liaison)
1 ISOC (Internet standards liaison)
1 IANA (DNS central authority liaison)
1 ITU (gTLD MoU depository liaison)
2. Action by POC
The POC will attempt to achieve consensus decision-making whenever
possible. When this is not possible, decisions will be made via a formal
vote. Action by the POC will require a 70% majority vote of all voting
members. POC may delegate such powers as it considers appropriate to an
executive committee.
3. Selection
Voting members will be elected by ballot of PAB members. (PAB membership
is open to anyone who signs the gTLD MoU). Nominations for representatives
may be made by any individual or organization. Self-nominations are
acceptable. Each nomination must declare the "interest group" of the
nominee and must include a statement of the qualifications of the nominee.
All PAB members may vote for two nominees in each of the interest groups
(PAB members will not be categorized by interest groups.) Within each
interest group, the two voting representatives will be those receiving the
highest number of votes in that group.
Voting will be on-line, using procedures established by the PAB.
The first vote would be held 3 months after this change to the gTLD MoU
comes into effect. The delay would permit additional organizations to sign
the gTLD MoU and become eligible to vote.
