Comments:
- Numbers of representatives in each category should be balanced so as to
give a larger place to categories more directly involded (Internet
Technical Infrastructure Interests, Domain Name Registrars), and smaller
place to categories that are less directly involded (the others)
- The balance could be something like:
- 33% for Internet Technical Infrastructure Interests
- 17% for Domain Name Registrars
- 50% for all the others
- Another kind of balance should be sought after between profit/non profit
interest classes, so as to make 50%/50%
4. For each of the interests classes you have indicated as
under-represented in the gTLD-MoU Policy Oversight Committee:
* Should each representative be selected from groups within a class
(e.g., trade or other associations ) or directly from members of that
class?
Answer:
- All representatives should be selected among PAB participants (agreing
with gTLD-MoU, concerned with the subject, volunteers to participate)
- No other pre-selection among sub-groups
* What is the appropriate procedure for nominating representatives for
each of the classes that you have indicated are under-represented?
Answer:
- PAB participants who volunteer to represent some interest class provide
a published document wherein they present themselves, say what class of
interest they wish to represent, and resume their program/philosophy about=
it
- This document should be published soon enough to allow for complementary
questions and answers about it (public diffusion among all PAB members)
* What is the appropriate procedure for selecting representative for
each of the classes that you have indicated are under-represented?
Answer:
- Each entity which has signed the gTLD-MoU has got 1 vote, excepted that
all companies belonging to some holding have only one vote for the whole
holding (holding means entities controlled by another, financially or by
any other mean)
- Each voting entity has got 10 points for each category of representatives
- Each voting entity spends its 10 points on a few horses in each category
(e.g. 5 points on the favorite, 3 on a second choice, and 2 on a third
choice; or 8 on the favorite and 2 on a second choice, etc...)
- The nominees are of course the ones with more points in each category
(the first and eventually the second), depending on the fixed number of
representatives in each category
- NB: this kind of nomination by points instead of single vote has the
advantage of allowing for less proeminent persons to be elected.
* What is the length of term each representative should serve for each
of the classes that you have indicated are under-represented? If
desired, please include suggested mandatory term limits.
Answer:
- 3 years, without the ability to serve again for another term
- some initial members should serve for shorter terms so as to get 1/3 of
new members each year
5. Please discuss below any other considerations vis-=E0-vis the structure=
of
the gTLD-MoU Policy Oversight Committee not covered in this questionnaire.
Comment:
- If the number of POC members exceed 10 persons, it would be useful to
nominate a few executive members amongst it so as to deal more efficiently
with current affairs, organize things, etc...
