A. BACKGROUND =

The current gTLD-MoU Policy Oversight Committee (POC) consists of appoint= ments =

from the:

* Internet Architecture Board (IAB) =

* Internet Assigned Numbers Authority (IANA) =

* Internet Society (ISOC) =

* International Telecommunication Union (ITU) =

* World Intellectual Property Organization (WIPO) =

* International Trademark Association (INTA) =

In addition, there are planned appointments from the:

* gTLD-MoU Policy Advisory Body (elected from signatories to the =

gTLD-MoU - see http://www.itu.int/net-itu/gtld-mou/signat.htm) =

* Council of Registrars (CORE) (elected by the Council of Registrars) =

The gTLD-MoU Policy Oversight Committee believes that all gTLDs should be= =

administered by a genuinely international body with representatives of al= l =

the significant stakeholder interests in the Internet Domain Name System = (DNS). =

In addition, there are the following considerations

* POC is only involved in DNS oversight matters, not Internet governance= =

at large =

* POC needs to be representative and legitimate, thus with diversified =

composition =

* No single interest class nor entity should control POC =

* Terms of appointments shouldn't be so short as to undermine POC's stab= ility =

* POC membership can require an extensive commitment in time and resourc= es =

* As currently structured, POC membership is 14 people =

In order to accomplish better representation of other significant stakeho= lder =

interests in the Internet Domain Name System, the gTLD-MoU Policy Oversig= ht =

Committee (POC) proposes that the POC be expanded by adding representativ= es =

from interest classes that are clear stakeholders in the Internet DNS and= =

currently under-represented. =

We solicit suggestions from the public regarding:

* Internet DNS stakeholder interests that are under-represented in the =

gTLD-MoU Policy Oversight Committee =

Stakeholders that are under represented are the general users, Domain h= olders, Educational institutions, and most types of commercial intrests or indust= ries.

An very concentrated effort should be made to solicit these groups for representation within POC and in some cases CORE.

* an appropriate procedure for nominating representatives;

POC should be involved in soliciting actively and through any and all means that can be gathered to acquire participation from these groups (See above). There should be a form on the gTLD site and any news groups= , internet media, and any other widely read publications to provide for =

inquiring or presenting this effort.

* an appropriate procedure for selecting the representative from each cl= ass; =

This should be done through a html form on the gTLD-MoU site or a link to that site from those Domains which choose to provide that link for the purposes of Voting for the representatives that are submitted. E= ach industry group, educational board of Regents, and ISP with users whom hav= e E-Mail ID's or DOmains running on their servers should be requested or =

provided the means through a html form to provide for a ballot for voting=

for two representatives from each group (See above). A time frame of 30 days should be made available to each Group to select 2 or more candidates for this purpose.

* the length of term each representative should serve; =

Each rep. should serve 2 to 3 years.

* mandatory term limits, if any;

Term limits should be limited to two. =

* whether representatives should be selected from groups within a class = (e.g. =

trade associations) or directly from the members of that class; =
