Technical fact: there is nothing inherent in DNS technology (the protocol
and implied persistent information) which implies global uniqueness,
consistency or spanning of administrative boundaries. Historically, that
has been a side effect of being a US government run operation which will go
away in a year or so.

Question: since DNS has already split into multiple root servers (eDNS,
Alternic, etc.) how does the gTLD-MoU POC/PAB propose to subsume new gTLD
in the future which might be in use by private sector groups or other
quasi-public sector groups?
