ok, so the giaw doesn't seem all inclusive. lets start planning
one where:
   o it is far enough in advance that international folks can attend.
   o is located some place with a good international airport.
   o has accomodations.
   o lets set up an inviatation list, and a e-mail list for
     agenda discussions.
   o invite even the foks you 'don't agree with' =)

IMHO, this is what is asked for in the NTIA wp.
