PAB comments? call for "mou" ?

mr.crispin after thinking it over again i find your sugestion of a kind of
interim legal framework very good 

could we try again as pab to sugest such (interim) legal frame work or 
better say a kind of "basic priciples" like the gtld-mou was 
wich highleights the "philosophical" basis for the wholle dns internet
self-governance process 

this than could be the "moral basis" or even "legal basis" on wich the 
interim board of directors could be developed 

who or how this kind of "basic principles MOU" should develope ?

it would be dificult to define such "prinicipels" without other potential
stakeholders involved - becouse it is such a importend and basic part of
the wholle system  and on other side there a no "ruls" how to involv
them in such decision   dificult situation :-)

second problem is the shortage of time 

mr.crispin and pab what you think of calling for such basic principles MOU 
or as mr.crispin hase formulate it legal frame work - but again hier is
the time the main problem
