Hi,

France just published a very comprehensive report on the Internet
with a chapter on domain names. See 
http://www.internet.gouv.fr/francais/textesref/rapce98/accueil.htm
It's not available in English until October. Chapter 5 is dedicated
to domain names & trademarks (there is lots of meaty material and 
views).

There is a paragraph with considerable implications concerning 
sovereignty vis-à-vis the ISO 3166 code set which is below (I'll 
supply a very quick and rough english translation below...)

"En dernier lieu, il convient de mettre un terme rapide à l'exploitation, 
par des opérateurs privés n'ayant reçu aucun mandat de la part des 
autorités françaises, des domaines correspondant aux départements d'outre-mer 
(".gp" pour la Guadeloupe, ".mq" pour la Martinique,...). L'IANA considère en 
effet qu'il s'agit de domaines "nationaux". Le Gouvernement français devrait 
donc demander à l'IANA de refuser de reconnaître ces opérateurs et de leur 
attribuer des adresses "IP". S'agissant de départements français, il n'y a en 
effet aucune raison que les noms de domaine correspondants ne soit pas enregistrés 
sous le ".fr", le cas échéant par l'intermédiaire d'un correspondant de l'AFNIC 
situé dans chacun de ces départements. En revanche, on peut admettre, si les 
assemblées territoriales le désirent, que les habitants des territoires 
d'outre-mer puissent s'enregistrer dans les domaines "nationaux" correspondants 
(".pf" pour la Polynésie Française, ".wf" pour Wallis-et-Futuna, etc.). L'AFNIC 
pourrait apporter son concours technique pour la gestion de ces domaines."

"Lastly, it is necessary to end rapidly the exploitation, by private operators
having received no mandate from the French authorities, of the management of 
top level domains corresponding to French overseas departments (.gp for Guadeloupe,
.mq for Martinique,...). IANA effectively considers that these are "national" domains. 
The French government must therefore request IANA to refuse to recognize these operators
or to allocate them IP addresses. Because these are effectively French "departments",
there is effectively no reason that the corresponding domains are not registered 
under .fr, failing that, registration should be handled by a corresponding organization
of AFNIC (French TLD naming authority) in each of these departments. However, one 
could foresee, if the territorial assemblies desire so, that the inhabitants of
overseas territories can register in the corresponding "national" domains (e.g.,
.pf for French Polynesia, .wf for Wallis and Futuna).
