I also read it and my concerns is Africa may not like to be lumped with Europe and Middle-East. We should follow either UN regions or IANA continental regions.

I strongly agree "that there needs to be wide participation"...

But it is *not* clear "that a DNSO must be formed very quickly," in
light of the recent strong request by CENTRE that the process be slowed
down, and I do not agree with that part of the statement.
