Dear Antony:
My point was (and is) that there is great concern about the unregulated and
irresponsible use of certain ccTLDs as de facto gTLDs. The action words
are *unregulated and irresponsible*. We are aware of several ccTLDs which
are being handled very responsibly, e.g. .IO.
CORE should make it clear that our Registrars will be operating under
principles laid down by ICANN. There may be some limit to the *mandatory*
regulations which ICANN CAN dictate to existing ccTLD registries. I am
sure that the better ccTLD registries will thoughtfully consider the
recommendations of ICANN.
The solicitation was clearly not a spam. I think it was at least a bit of
a scam.
