PAB Notarization of domain transfers.

Dear Colleagues:
It looks as though NSI has come up with a tricky new way of circumventing
"portability" of domains.
Werner has just sent me three sets of documents to transfer corenic.com,
.net and .org to CORE. The first I can sign, the second must be someone at
Freedom Communications and my son, Bill, must sign the third.
Worse than that, they all require *notarizations*;-{
Were I in Japan, I'd have to go to the American Embassy and pay US$55.00 to
get it notarized. Japanese nationals can only have documents notarized at
the Embassy on Wednesdays. The cost for a similar service by a Japanese
Juridical Scribner (Shiho Shoshi) is even more expensive.
Other than better service (and perhaps a fee of *less than* $35.00), what
incentive does a registrant have to transfer his NSI domain to a different
registrar in the NSI registry?
Is NSI going to demand the signature of the President of Freedom
Communications to be notarized to effect a transfer? How about getting the
notarized signatures of the presidents of France Telecom and Deutch Telecom
to trot down to the appropriate official to get a notarization? Never
happen:-{
This new wrinkle appears to me to be another blatant attempt by NSI to
defeat the intent of the White Paper.
I've never had to have a document notarized before for such a minor $35.00
matter. Sure NSI can claim that they have had difficulties with transfers,
but the underlying motive *must certainly* be lock in their tie on the
"annuity" of domain name registrations.
