Dear Colleagues:
I have just posted the following to a list of publishers in Japan and to
other parties interested in domain name issues, including APNic.
BobC
The following is a letter which CORE received from WIPO. Note in
particular the phrase in paragraph 2, as follows:
"...uniform administrative dispute-resolution procedure addressing abusive
domain name registrations, and a system for exclusions for globally famous
marks in the gTLDs."
It has been very disappointing to us in PSI that the system of exclusion
was not implemented much earlier. We are pleased to see it clearly stated
in this letter.
In addition, it is well to see that it is to be a "uniform" procedure for
addressing "abusive domain name registrations..." Uniform
suggests/implies/assures that registrations of all gTLDs, *including* .com,
.org and .net, will come under the WIPO rules. Sayonara Cybersquatters;-)
Now to the WIPO letter of congratulations to CORE:

Dear Mr. Stubbs,
I should like to congratulate you on selection of the Internet Council
of Registrars (CORE), by the Internet Corporation for Assigned Names
and Numbers (ICANN), as one of the five testbed companies in the phase
of the Shared Registry System for the .com, .net, and .org top level
domains, and take this opportunity to wish you every success in this
undertaking.
As you know, development in the Internet domain name system and the
activities of ICANN are of vital interest to WIPO, as we work to reduce
the tensions between domain names and intellectual property rights. The
final Report in the WIPO Internet Domain Name Process will be published,
and a recommendations for a uniform administrative dispute-resolution
procedure addressing abusive domain name registrations, and a system for
exclusions for globally famous marks in the gTLDs.
We remain at your disposal to discuss the future implementation of these
recommendations, and look forward to co-operating with you in the
future.
Yours sincerely,
Francis Gurry
